Although Woodbury’s Lawn and Landscape Watering Policy is in effect year-round, its impact on residents is more noticeable in the warmer months.
In order to conserve water, increase groundwater sustainability, reduce wear on the municipal water-pumping system and reduce the possibility of additional PFAS contamination, lawn watering is restricted to two days per week and banned between noon and 5 p.m.
The city is divided into sections, as shown on this map, and watering days are assigned, with each area entitled to one weekday and one weekend day for lawn watering. The rule also applies to irrigation systems and lots with their own wells. Residents are encouraged to restrain watering so that the water on their lawn, including rainfall, does not exceed 1 inch per week.

Violators who water their lawns outside designated days may be issued an administrative citation. Fines are $50 and are doubled for subsequent violations within a calendar year.
City code requires all homes built after 2020 with irrigation systems to use smart technology that syncs watering with weather conditions as well as schedules. Homeowners with dwellings built before 2020 are eligible for a significant discount on the purchase of a controller through the city. In addition to assuring that irrigation systems are properly programmed, residents, HOAs and businesses are encouraged to regularly check sprinkler heads to make sure they are properly aligned so as to water the grass and not the street or sidewalk.
The schedule does not apply to other outdoor water uses. Plants, shrubs and other vegetation can still be watered by hand using a hose or container. Car washing and pool filling are not restricted.
Homeowners with areas of newly planted seed or sod can apply online to the city for a free permit that allows for 14 days of watering. City staff review the application and return the permit by email. It is wise to apply in advance so that the permit is in place when needed. Use of the permit between noon and 5 p.m. is discouraged.
Entities exempt from the rules include sports fields, golf courses, commercial nurseries, agricultural and horticultural businesses. All other commercial and institutional properties in Woodbury are restricted to watering on Fridays. Violators may be issued administrative citations.
