Washington County is taking a major step to improve yard-waste disposal services with the planned opening of a new drop-off site just east of Woodbury.
Located at the former Century College Transportation Training Center at 14386 Hudson Road S. in Afton, the facility is expected to open in late 2026.
With many Woodbury and east Metro residents now dealing with mature landscaping, overgrown trees, and storm debris, demand for accessible yard waste disposal has grown steadily.
Adding to the urgency, Minnesota Statute §115A.931 prohibits the disposal of yard waste—including branches and trimmings—in landfills, requiring residents to find designated composting sites elsewhere.
Until now, the nearest free options have been in Hugo and St. Paul, often resulting in long drives for those in the southern and central parts of Washington County.
“We are excited about the purchase of the property for a central yard-waste site in Afton,” said Stan Karwoski, County Commissioner for District 2.
“This is a service that my constituents and those throughout the county have been asking for. It gives the county a site in the northern part of the county, and now, in 2026, we will have one in the central part that is convenient for those in Woodbury, Lake Elmo, Afton, Oakdale, and other communities.”
The site will be purchased for $4.5 million, funded through the County Environmental Charge and capital re-direct dollars. In addition to its role as a composting site, a building on the property will house a backup 911 call center and provide storage for Sheriff’s Office equipment.
Commissioner Karwoski added that the county’s next step is to explore similar services for southern Washington County, where yard waste disposal options remain limited.
The new site reflects a growing regional commitment to environmental responsibility and public service accessibility.
